The rollout is well documented and the tools are simple. What nobody schedules is the work of deciding what goes in them.

Short answer: Decide the 1-year plan and the Scorecard measurables before the first EOS planning session, because the format commits you to both for four quarters and supplies neither. Going in with the analysis done leaves the two days for alignment and ownership, which is what the session is genuinely good at.

What the first session actually asks you for

A V/TO wants a 10-year target, a 3-year picture, a 1-year plan, quarterly Rocks and the five to fifteen numbers on the Scorecard. That is five strategic decisions, and the session is scheduled as two days with a facilitator whose job is to run the process rather than to know your market.

So the answers come from the room. Whoever is most senior, most confident or most recently burned tends to supply them, and the format converts that into a document everybody then commits to for four quarters. The discipline that makes EOS valuable is the same discipline that makes an unexamined first draft hard to walk back.

The two that are worth pressure-testing first

The 1-year plan. It is usually last year plus a percentage. The useful question is which specific lever produces that number — more customers, higher price, better retention, or a new offer — and whether that lever is currently open. Three of the four are typically blocked at any given time, and which three changes as you grow.

The Scorecard numbers. Five to fifteen weekly measurables is a strong format and a genuinely good habit. But a scorecard measures what you chose to measure; if the chosen numbers are activity rather than the constraint, the team gets very good at moving numbers that do not move the business.

Do this before the session, not instead of it

None of this is an argument against EOS. Go in with the analysis done and the two days are spent on alignment and ownership, which is what the format is genuinely good at, rather than on inventing a 1-year plan between coffee breaks.

The output is deliberately shaped to fit: goals with owners, measurables with targets, and the reasoning attached so the room can argue with the logic rather than with each other's confidence.

Should I do this before or after starting EOS?

Before the first planning session if you can, because the V/TO you write there is the one you commit to for a year. If you are already running EOS, the natural moment is the quarterly session, where the Rocks get set again anyway.

Does this replace the implementer?

No. An implementer runs the process, holds the room to it and makes the discipline stick — that is a behavioural job and it is the hard part. This supplies the content they will ask you for.

What if we have not chosen an operating system yet?

Then decide the strategy first and pick the system second. The choice between EOS, Scaling Up and the rest is mostly a choice of meeting cadence and vocabulary, and it is easier to make once you know what you are trying to execute.
